SIMULATING PANDEMICS: "THE LOCKSTEP SCENARIO" (2010)

The Rockefeller Foundation proposes the use of “scenario planning” as a means to carry out “Global Governance” – scenarios "are a medium through which great change can be not just envisioned but also actualized ..."


In the Rockefeller’s 2010 report entitled “Scenarios for the Future of Technology and International Development”, the actions to be taken in the case of a worldwide pandemic are contemplated.


The Lock Step scenario describes "a world of tighter top-down government control and more authoritarian leadership ..." Starting already in "2012" the scenario’s time-line goes out much further, to about 2025, as the focus of the exercise is on long-term developments. 
In “2012” an “extremely virulent and deadly” strain of influenza is infecting 20 percent of the global population and killing 8 million people in just seven months – “the majority of them healthy young adults.” 

"The Chinese government’s quick imposition and enforcement of mandatory quarantine for all citizens, as well as its instant and near-hermetic sealing off of all borders, saved millions of lives, stopping the spread of the virus far earlier than in other countries ..." 


"Other nations emulate authoritarian, high surveillance of the Chinese approach"

"Shocked populations welcome more surveillance and authoritarian rule"


"Even after the pandemic faded, this more authoritarian control and oversight of citizens and their activities stuck and even intensified ... Citizens willingly gave up some of their sovereignty — and their privacy — to more paternalistic states in exchange for greater safety and stability. Citizens were more tolerant, and even eager, for top-down direction and oversight ..."
